Ok so the Russian guys need to go talk to Virgin Media (ISP) (England) as from what I can gather my ISP has blocked it I've done ping tests and it times out every time so its obviously my ISP also me and Ekna last time we spoke did some test and again timed out.... I think they have blocked the address and have marked it as a pirate site or something illegal (as I know my ISP has been timing out things like bit torrent and u torrent without telling anyone).
